Hawkman can fly at speeds of around 200mph, so he would likely prevail over Archangel in a straight-up race. His multiple incarnations have Archangel sorely outmatched in terms of experience, and it is certainly a lot easier to fly when you have been doing it for thousands of years.

Starfire is essentially alien Wonder Woman, and her body is enhanced by the constant absorption of the energy around her. She has served on the Teen Titans' multiple iteratons while also being inherently valuable in broader conflicts.
Starfire can fly around the solar system in seconds, but in oxygen-rich atmospheres, her speed is dramatically reduced. Still, she could outfly a fighter jet with ease, and that is undoubtedly something Warren cannot do. Even on Earth, Starfire is too fast for the winged X-Man.

A Martian hailing from the dead planet, Martian Manhunter has almost every power in the book. Though his speed is merely the tip of the iceberg, it should not be taken lightly. He can quite easily keep up with Superman, who let's be frank, is the cream of the crop.
Archangel may be one of the most competent flyers in the mutant ranks, but his wings could never dream of going as fast as the Martian. The only way he could win is if Martian Manhunter shapeshifted into a bird, and even that is a push.
7 Supergirl Can Travel The Earth In Seconds
She may be the least favoruite of the two Kryptonian cousins, but Kara Zor-el became hugely more popular after CW's show that centered on her life. She possesses all the same powers as her cousin; only she lacks the experience he has on Earth.
Supergirl was able to keep up with the Flash, and as the fastest man alive, this is an accomplishment. In the air, similarly to her cousin, Kara can travel the earth in seconds. As Angel was still flapping his wings, Kara would have lapped him multiple times.
6 Star Sapphire Was An Accomplished Fighter Jet Pilot
Star Sapphire is one of the lesser known Lanterns, though she is very much involved in its biggest conflicts. Carol Ferris was an accomplished fighter jet pilot, so if anyone knows how to fly, it's certainly her. After being imbued with the violet light of love, she acted as both and ally and adversary for Hal Jordan.
Though Star Sapphires are not as potent as Green lanterns, Carol has held her own against multiple enemies in the past. She is another superhuman who Angel would struggle to keep sight of, let alone keep up with.
5 Black Adam Can Fly At Speeds Of Around Mach 10
Black Adam is the polar opposite of Shazam, though they wield the same power. His skills are immeasurable, and his centuries of life have made him a fierce adversary for all who stand against him. Each of the letters in SHAZAM stands for a set of skills he can become imbued with.
H stands for the swiftness of Heru, which works in both space, and on the terrestrial ground. While flying at speeds of around Mach 10, he can also process information at superhuman levels. That would make it signficantly easier to process Angel failing to keep up with him.
4 Doctor Fate Can Keep Up With Golden Age Flash
Arguably the most powerful person on this list, simply because he isn't a person at all. Doctor Fate, empowered by the God Nabu, is an avatar for the Lords of Order. Though he has served on several hero teams, Doctor Fate is ultimately a weapon of the Order, and could not be beaten by many in the DC universe.
He can move miles in seconds, and while flying, even caught up with the Golden Age Flash. As a hero, it would be doubtful Doctor Fate and Archangel would come into conflict, but should they, this one is a no brainer.
3 Blue Beetle's Wings Beat Faster Than Those Of Birds
Jamie Reyes is another hero who isn't that remarkable himself. Instead, the Scarab grafted to his spine allows him to access a plethora of powers, not to mention an incredible armoury of weapons. Blue Beetle has served on multiple hero teams, while also being heavily involved in Galactic affairs.
He is highly manoeuvrable while suited up, able to avoid close-range attacks with ease. Naturally, a bug's wings beat faster than those of a birds, so the same could be said about their respective heroes.
2 Vixen Can Channel A Birds Fight Abilities
Vixen has served on the Justice League, Suicide Squad, and worked closely with heroes who relate to the enviroment. Her amulet, which allows her to connect to any creature who has ever lived on the earth, gives her the abilities of any, and multiple animals at once.
Vixen's versatility make her a fierce opponent in any situtation. She can combine multiple skills, using them to her advantage. For instance, by channeling a birds flight abilties, she can soar far higher, and far faster than Angel ever could. Furthermore, one slash from her claws and this Angel would fall from the heavens.
1 Red Tornado Can Generate Winds That Can Spin Up To 350mph
Every hero team needs an android that slowly comes to love human life, for the Justice League that is Red Tornado. His name sums up everything about him, he is red, and he generates tornadoes. Not to mention, he can use them to propel himself in flight, and even summon enormous storms.
The winds he generates can spin up to 350mph, almost double what Archangel can fly. Furthermore, by summoning a vast maelstrom, Tornado could ground the X-Man altogether, that is unless he is okay with more than minor turbulence.
