Not much is known about Rocks D. Xebec, and that is because the World Government has done everything to wipe his name from memory. According to Sengoku, Xebec was the World Government's greatest threat 40 years ago because he was a violent pirate who wanted to rule the world, and he attacked the Celestial Dragons to accomplish this.

Xebec was Rogers' greatest and most dangerous rival, and his crew was filled with monsters, including Kaido, Whitebeard, and Big Mom. The only way three of the New World's four emperors could agree to follow someone like Xebec is if they held him in high regard.

4 Shanks Is Respected For His Overwhelming Strength

Shanks leads the Red Hair Pirates and is known as one of the New World's Four Emperors. He joined the Roger Pirates prior to their disbandment, and despite having just one arm, his arrival at Marineford was enough to put an end to the Summit War.

The Warlords were considered to be one of the world's three great powers, and Mihawk was arguably the strongest member of the group. Mihawk is a very serious person who hardly ever smiles, and although he spends most of his time alone, he still maintains a handful of relationships.

1 Every Captain Aspires To Be The Next Gol D. Roger

Some of the strongest characters in the series didn't need a Devil Fruit to become strong, and Gol D. Roger is so far the best example of this. Roger is the man who went on to become the original Pirate King, and he was held in high regard by his crew. He was also greatly respected by the likes of Garp and Whitebeard.

His legend continues to this day, and his death ushered in the Great Pirate era, and it was his final words that managed to inspire multiple generations of pirates.
