Despite Desert Punk featuring a protagonist that many argue deserves more love than he received, Kanta Mizuno doesn't possess the skills necessary to capture Luffy. Despite being an excellent gunman with side weapons like smokescreens, flashbangs, and other weapons he could use to immobilize Luffy, he doesn't possess the strength necessary to subdue him in any way.
Luffy can counter many bullets Kanta would dish out at him thanks to his rubbery body and can always rely on his Gear Second form to increase his speed if he needed to. Luffy can also attack from great distances thanks to the Gomu Gomu no Mi Devil Fruit power.
8 Would Succeed: D Is An Immortal Being Whose Speed & Strength Could Subdue Luffy In Combat (Vampire Hunter D)
Vampire Hunter D's main protagonist, D, is one of the most powerful characters from the series, whose half-vampire and human physique and excellent swordsmanship would be enough to subdue Luffy. D is an immortal being in the series with speed, reflexes, and expertise capable enough to let him learn Luffy's moves during their first bout.
Even if Luffy managed to beat D to a bloody pulp, D's healing factor is beyond ridiculous as he was successfully able to resurrect himself from the inside of the bodies of his foes. D's strength allows him to slice a mountain in half.
7 Would Fail: Rally Vincent Possesses No Superhuman Feats That Can Take Down A Speedy & Powerful Foe Like Luffy (Gunsmith Cats)
Rally Vincent may be one of the best American characters in anime history, but her bounty hunting feats pale to the strength, speed, and power Luffy has in One Piece. Rally's excellent marksmanship and ability to pinpoint her foes' weaknesses make her a great hunter in her series. Yet, Luffy's Gomu Gomu no Mi Devil Fruit grants him a rubbery body that can send her bullets right back at her.
Luffy possesses superhuman speed, agility, and various physical forms that would be too much for Rally to handle, considering she's a mere human.
6 Would Succeed: Alita's Large Arsenal Of Plasma-Based Weaponry Can Enhance Her Skills (Battle Angel Alita)
Whether fans prefer to call her Gally, Yoko, or Alita is for them to decide; she's one of the coolest anime cyborgs ever and someone that can capture Luffy without issues. Airing from Gunnm or Battle Angel Alita, Alita possesses a form of Zero Gravity martial art called Panzer Kunst which she utilizes to defeat foes larger than herself and defeat enemies in a flash.
Alita has other abilities she can utilize against Luffy concerning her plasma manipulation, increasing her speed to supersonic levels, and powerful regenerative abilities if Luffy puts her in a tight spot. She's a cyborg who'd put Franky's skills to shame.
5 Would Fail: Daz Bonez Was An Underling Zoro Defeated & Someone Luffy Wouldn't Have Issues Defeating Either (One Piece)
Daz Bonez was a bounty hunter who worked under Crocodile during the earlier arcs of One Piece. Although he was a powerful foe for Zoro to take down during the Alabasta arc, his skills would no longer be an issue for the man Luffy's become now.
Since his last brawl with the Straw Hat Pirates, Luffy has learned many new tricks regarding his variety of gears, understanding Haki to a substantial level, and other things. Although Daz Bonez is a character who makes a reappearance later in One Piece, Luffy wouldn't have issues finishing the job that Zoro started.
4 Would Succeed: Dandy May Act Like A Sensual Goofball, But Possesses Godlike Feats That Could Cause Luffy Some Issues (Space Dandy)
Space Dandy had one of the best sci-fi anime endings, according to most fans. Further, the anime's main protagonist, Dandy, is a bounty hunter with godlike powers that'd help him capture Luffy. Although Dandy may act like a pervy goofball and not look like an incredible gunslinger at first glance, he has some defining traits.
Dandy is highly perceptive and a speedy individual with a mech called Little Aloha that can reach incredible speeds. Dandy also isn't a human, as he holds a godlike particle in his system that's known for being the power source from his universe. Dandy also has abilities over space and time.
3 Would Fail: Hunter J Is An Incredible Pokémon Hunter But Not A Hunter That Would Pose A Threat To Luffy (Pokémon)
Despite being an incredible villain in the Pokémon anime, Hunter J doesn't possess the feats necessary to capture Luffy. Although she wouldn't mind risking her comrades' and Pokémon's lives to secure Luffy's capture, her strengths only lie with her Pokémon and hear beam attack that allowed her to turn Pikachu to stone.
Luffy may be naïve sometimes, but he's an agile fighter capable of dodging many weapons like guns and other devices without worry. Furthermore, Luffy could also utilize his gear powers to counter Hunter J's attacks, though he'd likely resort to using his Gum-Gum Pistol attack to knock her lights out.
2 Would Succeed: Nagi, A Bounty Hunter With A Great Record, Who's Known For Fighting A Foe With Superhuman Strength & Powers (Tenchi Muyo)
Although Nagi doesn't possess superhuman abilities like her arch-rival Ryoko, she does have a chance to capture Luffy if someone were to request her for the mission. Considering Nagi can go toe to toe with a warrior that possesses abilities like teleportation, fire powers, and phasing through solid matter, her skills as a hunter aren't worth downplaying.
Further, Nagi possesses martial art skills and utilizes her iconic whip and energy sword when battling her rival Ryoko. According to Tenchi Muyo's lore, Nagi has never failed at catching people besides Ryoko. To defend her title, she wouldn't want Luffy to be another name added to her "failed to capture" list.
1 Would Fail: Spike Spiegal Is A Well-Acclaimed Bounty Hunter Whose Expertise Wouldn't Help Him Capture Luffy (Cowboy Bebop)
Although Spike Spiegel is one of the most iconic bounty hunters in anime history, his martial art skills and gunslinging abilities wouldn't be enough to capture someone like Luffy. Spike's fought many superb enemies during his time in Cowboy Bebop, but arguing that he can subdue Luffy would be criminal to both characters.
Luffy's a perceptive fighter despite being naïve at times and can utilize his many gear forms to break out of any trap Spike and his crew has in store for him. Spike may be an intelligent bounty hunter, who could find weaknesses to Luffy's skill base, but Luffy's known for defeating humans who rely on wit to secure a victory.
