The bulk of the second half of the Naruto series saw Naruto and his friends take on members of the Akatsuki, a criminal organization that wants to use the Tailed Beasts to take over the world. The Akatsuki is the ninja world's most wanted group because it is comprised of ten highly skilled and powerful rogue ninja who left a trail of pain and destruction wherever they went. With the exception of Zetsu, each member is a Kage-level shinobi, which means that the group only recruits the strongest individuals.
One Piece has been around for more than two decades, and it has given fans dozens of villains. Most of these villains possess some type of Devil Fruit power which gives them a special ability, and some villains can also use one or more types of Haki. If the Akatsuki had the chance to recruit from the One Piece universe, they would definitely find individuals who can benefit the organization in some way.
10 Kaido's Thick Skin & Dragon Form Would Be Useful Against Tailed Beasts
Several One Piece characters are overpowered to the point that they need to be nerfed, and Kaido is arguably the most overpowered. The Akatsuki would look to Kaido because he possesses natural superhuman strength, and his skin is so durable that it is nearly indestructible.
Kaido can increase both his strength and durability with his Armament Haki, and he can drastically increase his attack power by imbuing his Conqueror's Haki into his giant war club. He can also transform into a huge azure dragon thanks to his Devil Fruit, and this form would come in handy because he would be able to take on a Tailed Beast alone.
9 Shiryu's Devil Fruit Would Make Him The Organization's Perfect Assassin
Shiryu was once Impel Down's Head Jailer, but he is now one of the highest-ranking members of the Blackbeard Pirates. He is a master swordsman who is renowned for his speed and stealth capabilities, and the Clear-Clear Fruit has made him even more dangerous.
The fruit allows Shiryu to turn himself and anything he touches invisible, which means that most ninja would never actually see him until it's too late. Even sensor-type ninja wouldn't be able to find him since he does not use chakra. This means that the Akatsuki could recruit him to be the organization's top assassin.
8 Pica Would Be A Very Effective & Tough Scout
Pica is one of the Donquixote Pirates' top officers, and his Devil Fruit makes him one of One Piece's most defensive characters. The Stone-Stone Fruit gives him the ability to manipulate stone, but it also allows him to merge with it, which is why he can literally become as tall and as strong as a mountain.
Zetsu served as the Akatsuki's spy because he could merge with his surroundings, but he was not much of a fighter. Pica could be an effective spy or scout as well, especially since the Hidden Stone Village exists, and unlike Zetsu, he would be able to put up a fight thanks to his size and Armament Haki.
7 Doflamingo Is Capable Of Destroying An Entire Village By Himself
There are quite a few pirates who do not actually care about their crews, and Doflamingo is one of them. He possesses the power of the String-String Fruit, which allows him to create and manipulate string. This may not sound like an impressive ability, but he can use this string to travel long distances, and each string is sharp enough to slice through flesh.
Doflamingo managed to awaken his Devil Fruit, which gives him the ability to transform non-living things around him into string. He nearly destroyed an entire kingdom with his string, so destroying a ninja village would be easy, which is why the Akatsuki would seek him out.
6 Enel's Lightning Would Be Too Much For Any Normal Ninja To Handle
Before the time skip, Enel was one of the strongest villains Luffy had faced, and that is because he possessed the power of the Rumble-Rumble Fruit. This Logia-type fruit gives Enel the ability to create and manipulate lightning, but he can also transform his body into lightning at will.
The Akatsuki would try to recruit Enel because his powers would completely negate any type of lightning-style ninjutsu. It also helps that no shinobi would ever be able to hit him since he can move as fast as lightning, and even if an attack was fast enough to keep up with him, it would just pass through his body. Enel can produce up to 200 million volts of electricity, which should be enough to take out any opposing shinobi.
5 Foxy's Slow-Slow Fruit Would Be Great In A Team Fight
Foxy might be weak, but his Devil Fruit power would still be incredibly valuable to the Akatsuki. He ate the Slow-Slow Fruit, which allows him to produce Noroma Photons. These microscopic atoms have the power to slow down anything they make contact with for thirty seconds.
Most ninja battles only last a few minutes, so having a thirty-second advantage would be unbelievably helpful. It is true that Foxy's partner would be affected by these atoms as well, but Foxy would get partnered with someone who can effectively work around them.
4 Caesar Clown's Poison Would Be Far More Effective Than Sasori's
Caesar Clown may be a genius, but he allowed victory to slip through his fingers multiple times on Punk Hazard. He is a Logia user who ate the Gas-Gas Fruit, which is why he can create, control, and transform into gas. Most physical attacks and ninjutsu would simply pass through Caesar's body, and since oxygen is a gas, he can remove it from an area to suffocate multiple ninja at once.
Ninja are known for using poison, and Caesar's poison would theoretically be more effective than Sasori's since his entire body is literally composed of poisonous gas.
3 Vergo's Armament Haki Would Make Him The Akatsuki's Top Melee Fighter
Vergo is an elite officer of the Donquixote Pirates, and he managed to infiltrate the Marines, where he rose up through the ranks to become a Vice Admiral. He may not possess a Devil Fruit power, but he is still a fearsome fighter who would garner the Akatsuki's attention.
While with the Marines, Vergo was taught how to master the superhuman martial arts style known as Rokushiki, which allows him to fight and move in mid-air. It also allows him to take out multiple opponents with a single finger. He can encase his entire body in Armament Haki, which augments his naturally high durability and physical strength to the point that he can easily become the Akatsuki's best melee fighter.
2 Kizaru's Speed & Beam Attacks Cannot Be Countered By Traditional Ninjutsu
Kizaru is a Marine Admiral who possesses the power of the Glint-Glint Fruit, a Logia-type Devil Fruit which allows him to create, control, and transform into light. He is often condescending to those he deems to be weak, which is understandable considering almost no one can injure him.
He can fire beams of light that can pierce straight through flesh, and they can set off large-scale explosions. Physical attacks and ninjutsu would simply pass through him, but what really makes Kizaru a villain worth recruiting is the fact that he can move at the speed of light, which means that virtually no ninja would be able to keep up with his movements.
1 Blackbeard Possesses Two Of The Strongest Devil Fruits In Existence
Blackbeard is probably one of the only One Piece characters who can beat every Akatsuki member, and that is because he possesses two of the strongest Devil Fruits in existence. The Tremor-Tremor Fruit allows him to create earthquake-like vibrations through land, sea, and air, which is why it is considered to be a power that can destroy the world.
The Dark-Dark Fruit allows Blackbeard to absorb any form of physical matter, which means that he is basically a living black hole. He can use this gravitational power to pull in one or more Tailed Beasts, and when it comes time to seal them, he can simply regurgitate them.
