One Piece: Every Pirate Who Isn't A Yonko (But Is Just As Strong)

The Yonko are known to be the four strongest pirates in the One Piece world who rule the waters of the New World like Kings. Even the Marines cannot control them due to their sheer military force and immense presence, and that says a lot about how powerful these people are.

The strength of the Yonko is something that's considered to be above all other pirates in the story, but there have appeared quite a few individuals with the power to rival these monsters and some who can even defeat them.

7 Rocks D. Xebec Was Possibly Roger's Greatest Enemy

Rocks was one of the most ferocious characters in One Piece, and he ruled the waters of the Grand Line around 40 years ago. His aim was to become King of the world, and he had the strength to back that ambition of his.

Rocks was considered so powerful that the Navy couldn't deal with him alone and had to ally themselves with the Roger Pirates to defeat him. Thirty-eight years ago on an island known as God Valley, Rocks was defeated by the combined effort of Garp and Roger and was declared to have died. Nonetheless, he was a monstrous fighter and, according to Sengoku, possibly Roger's greatest enemy.

6 Gol D. Roger Is Known & Respected As The Greatest Pirate In History

The Pirate King, Gol D. Roger is said to be the greatest pirate in One Piece history. Roger led the Roger Pirates all the way to the Final Island, Laugh Tale and in doing so, became the first man in over 800 years to reach there. Roger was a magnificent pirate with the power to match the likes of Whitebeard, who was the strongest man in the entire world.

During his time, the concept of Yonko didn't seem to exist, which is why he never was one. However, he was every bit as powerful as them, and some would argue even stronger.

5 Silvers Rayleigh Is Considered To Be A Legend & Monster By Garp

The right-hand man of the Pirate King, Silvers Rayleigh is the former Vice-Captain of the Roger Pirates and a man renowned as the Dark King. He is a man considered to be a legend even by the likes of Garp and is a massive threat to the World Government despite being old.

Rayleigh is known to be a powerful swordsman, but his true power stems from his Haki control. According to Luffy, Rayleigh's Haki is incredibly refined, which is why he can use it at the highest level. Garp considered Rayleigh to be a monster and spoke of him in the same breath as Whitebeard, implying that he's comparable to them, at the very least.

4 Douglas Bullet Targeted The Yonko After The Worst Generation

Also known as the Demon Heir, Douglas Bullet appeared as the main antagonist in One Piece: Stampede. Bullet's canonicity is up in the air, however, since his existence doesn't disrupt the One Piece timeline at all, he could very well be canon, given that he was written and designed by Oda himself.

Back when Bullet was on Roger's ship, he was said to be as strong as Silvers Rayleigh himself. After getting captured by the Navy, Bullet trained even harder and got stronger, pushing himself to the level of the Yonko, evident from the fact that he was targeting them after the Worst Generation.

3 Shiki Tied The Fight Against Roger

Also known as the Flying Pirate, Shiki was a member of the Rocks Pirates who went on to make a great name for himself after leaving the crew. He was considered to be a legendary figure in the New World whose powers could match even those of the Pirate King.

Shiki led the greatest armada in the New World, as seen during the Edd War, where he tied the fight against Roger, albeit faced tremendous losses due to a storm. Shiki also attacked Marineford all alone and destroyed half of it while fighting both Garp and Sengoku at once before being defeated.

2 Dracule Mihawk Is The Strongest Swordsman In The World

Dracule Mihawk is known to be the Strongest Swordsman in the World and was one of the Royal Shichibukai until recently. With the system having been dissolved, Mihawk is a regular pirate once again.

When it comes to his strength, Mihawk is portrayed to be quite powerful, being a match of Red-haired Shanks back when they were young. He also wields one of the Saijo o Wazamono grade swords in Kokuto: Yoru, once again, implying that he's very close to the Yonko in terms of power.

1 Kozuki Oden Could Overwhelm Kaido In A Fight

Oden was the Daimyo of Kuri and the strongest Samurai of Wano Country at one point. He left to travel the world with Whitebeard and became the Second Division Commander on his crew. Following his adventure with Whitebeard, Oden joined the Roger Pirates for one year and went to Laugh Tale to find out the true history of the world.

Returning to Wano, Oden was several times stronger than when he left and could even overwhelm Yonko Kaido in a fight. Without a doubt, Oden is every bit as great as the Four Emperors themselves.
