The Attack On Titan universe is defined by the harsh realities that heroes and villains alike are forced to live through. A constant clash between Eldians and the rest of the world has hardened many individuals and compelled them to be remorseless in their actions.
However, some characters are even more relentless in their aims than others, exposing the moral nuances of the Attack on Titan world and the desperate struggle for survival. These are some of the series' most ruthless people and the depths they're willing to go to in fulfilling their agenda.
10 Gabi Murdered Sasha & Attempted To Kill Kaya
Gabi was an indoctrinated Warrior candidate of the Marleyan state who resented her lineage and that of other Eldians. During the attack on her nation, she stowed away on the Scouts' airship and murdered Sasha in an act of revenge.
After killing a prison guard in order to procure her escape from an Eldian cell, she promptly attacked Kaya - a young girl who agreed to shelter and feed her - with lethal intent in mind. Fortunately, Falco was nearby to stay her hand and preserve their identities.
9 Annie Was A Cold-Blooded Warrior Who Sadistically Murdered Scouts
Annie Leonhart was raised by her surrogate father in order to become the perfect warrior candidate. Although he succeeded in his goals for her, it drove a wedge between parent and daughter that would not be mended until the conclusion of the series.
As the Female Titan, Annie was completely ruthless in her actions. When pursuing Eren through the forest of Titan country, she seized a Scout by the thread of his ODM gear and spun him like a toy. Further, she was the only member of the Warrior candidates not to endear herself to her Eldian enemies.
8 Magath Treated Eldian Children As Expendable Pawns
Magath was the general of the Marleyan military involved in the Warrior candidate program. He kept a close eye on ideal prospects, though he viewed them as expendable, subhuman pawns to further the aims of his nation.
Despite the immense sacrifices Reiner made for him, Magath was still dismissive of his comments regarding how to proceed against Eldia. However, he would later atone for his sins by sacrificing himself in order to stop the Yeagerists and give the heroes a chance to end the Rumbling.
7 Floch Was A Violent Sycophant Who Executed Dissenters In The Street
Floch was the greatest authority of the Yeagerist movement aside from Eren himself. As charismatic as he was ruthless, Floch was responsible for hosting public executions and whipping the Eldians into a patriotic frenzy.
During the attack on the Yeagerist compound, he was nearly able to lead his forces to victory against Reiner and Annie. Despite the injury he suffered by Gabi's Titan-killing rifle, he was still able to shoot up the heroes' plane, thereby putting a massive setback in their plans to pursue Eren.
6 Rod Reiss Tried To Push His Own Daughter Into Cannibalism
Despite his placid features and unintimidating demeanor, Rod Reiss was one of the most ruthless men behind the Paradis walls. As a true descendant of the Fritz family, he attempted to inject Historia with Titan serum so that she would carry on Karl Fritz's will.
Effectively, he was trying to turn her toward cannibalism since the only way to retrieve Eren's Founding Titan was by eating him. When Rod's initial plot failed, he voluntarily transformed himself into a hulking pure Titan and nearly destroyed Eldia himself.
5 Levi Balanced Heroism With Savagery
Although Levi's goals ultimately aligned with those of the heroes, he was far more ruthless than many of his evil counterparts. The captain's brutality has been observed in numerous instances throughout the series, including his public beatings of Eren and his gory takedowns of Zeke Yeager.
Levi's most relevant feat of ruthlessness was when he physically and psychologically tortured one of Rod Reiss' men alongside Hange. By exploiting their fear and making them believe that they had betrayed each others' loyalty, he was able to gain the answers he sought.
4 Zeke Attempted To Sterilize An Entire Race & Betrayed Everyone He Aligned With
Zeke was incredibly driven in his goals, as proven through his numerous betrayals of allies. He deliberately allowed himself to be captured during the battle for Marley and once again turned against Paradis after many of its protectors and generals had imbibed tainted wine.
His ultimate goal was for the complete eradication of the Eldian race, stating that it would have been better if they were never born. To accomplish this with the least amount of bloodshed, he intended to use the Founding Titan's power.
3 Sergeant Gross Turned Eldian Revolutionaries Into Monsters For Fun
While Sergeant Gross may not have had a particularly prominent role in the anime, his actions had massive implications for Eren's life. The man enjoyed turning Eldian insurrectionists into pure Titans and unleashing them upon the unsuspecting citizens of Paradis.
His speech regarding a fascination with death was among one of the most horrifying moments of the series, especially since he concluded it by nearly killing Grisha Yeager. Fortunately, Eren Kruger intervened before he could succeed, pushing him from the ledge and forcing him to face one of the many monsters he created.
2 Fritz Used Ymir To Conquer The World
King Fritz was responsible for the Eldians' reputation as monsters. He used Ymir's power in order to subjugate much of the world, crushing them beneath the weight of the Titans' heels.
Even after death, Ymir's service was not over. Through the cannibalization of her corpse, Ymir's power was passed down so that the Eldians could maintain their stranglehold on enemies across the world. Fritz's barbarism would be remembered for centuries and embodies the boundless military potential of the Titans. As a result, there is only one character more ruthless than he is.
1 Eren Yeager Successfully Murdered Almost The Entire Planet
After acquiring the power of the Founding Titan for himself, Eren began the Rumbling and finally put his carefully crafted plans into action. With an army of colossal Titans at his side, he took out eighty percent of the world's population.
When it seemed as if Mikasa and the remaining heroes had a chance of defeating him, he turned all nearby Eldians into mindless pure Titans to obey his will. This illustrates how, in spite of his claims to support freedom, he is willing to do anything to win.
