Shikamaru has proven himself to be one of the most brilliant characters within the Naruto universe. Like his father, he is known for his excellent strategic ability and intelligence. From a young age, Shikamaru trained his mind to be in peak condition.
During the Chunin Exams, the strategy he choose allowed him to be the first person in his age group to be promoted to Chunin. His brilliance earned him a position in the Hokage's office, and at a relatively young age, he took on an important role in his village. He would likely use his strategic skills to pick friends who would challenge him on an intellectual level.

Korosensei is a character featured in Assassination Classroom. He began life as an assassin and was previously treated as a lab rat. After expressing an interest in becoming a teacher, he leverages his reputation as a villain to secure a position at a school.

In the time of Boruto's generation, the world has seen a lot of advancements in technology. Konoha could continue to benefit from Bulma's abilities, and Shikamaru would likely show great interest in Bulma's intelligence and inventions.

Tenya Iida is a major character in My Hero Academia. Also known by his hero name, Ingenium, he is an intelligent guy with an interest in strategy. His seriousness and discipline would appeal to Shikamaru.
Tenya and Shikamaru would be able to bond over their incredible similarities. They are both always open to learning new things and could spend time studying together. Since they have both been trained to fight, they could also practice their skills on one another.
4 Ciel Phantomhive – He Is A Gifted Strategist
Ciel is the main character of Black Butler. Born into a prestigious family, Ciel solves supernatural mysteries for the queen. He has an impressive intellect which he uses to find the criminals he faces. Trained in chess, he views everything as a chess game.
Shikamaru would be interested in being around another strategist, and would likely enjoy challenging Ciel in a strategy-based game like chess. The two boys would be able to grow and benefit from each other's company.

L is a brilliant character from Death Note. He uses his brilliance to become one of the greatest detectives in the world. When criminals start dying in a suspicious pattern, L begins his mission to uncover the identity of a criminal known as Light.
L's friendship with Kira would seem to imply that he is somewhat lonely. While his intelligence seems to divide him from others, it would form a foundation in a friendship with Shikamaru.
