Both learning Haki and eating a Devil Fruit are terrific ways to gain importance in One Piece, but not every character has access to these powers. There are quite a lot of characters who, despite not having either of these two powers, are incredibly important to the story.

She once infiltrated the Baroque Works to gain intel on its leader, and after accomplishing her goal, all without relying on a Devil Fruit or Haki, she joined forces with the Straw Hat Pirates to take Crocodile down. During the Reverie, Vivi gained importance once again as the kingdom of Alabasta was talked about quite a lot.
8 Portgas D. Rouge Pulled The Greatest Trick On The Marines
Portgas D. Rouge was a citizen of South Blue's Baterilla. She was the lover of the Pirate King Gol D. Roger and eventually gave birth to Portgas D. Ace. Being related to Roger, Rouge was hunted down by the Government, however, due to her willpower, she was able to carry Ace inside her for 20 months. By pulling off this incredible trick, Rouge gave life to Ace, which wouldn't have been possible otherwise. She managed to do this without relying on a Devil Fruit power and possibly without any Haki.
7 Hajrudin Is The Leader Of The New Giant Pirates
The Giants hold tremendous importance in the world of One Piece. In fact, the World Government is known to have been researching Gigantification for years in order to get their hands on this power. On Little Garden, fans got to meet Dory and Broggy, two of the most important figures in the Giants' history.
After the timeskip, the fans were introduced to Hajrudin, who leads the New Giant Pirates and will play a key role during the Elbaf arc of the story. Hajrudin is also a member of the Straw Hat Grand Fleet.

Also known as the Berserker, Wyper is an incredibly powerful warrior of the Shandian race who doesn't rely on either Haki or Devil Fruit while in combat. While a great warrior, Wyper is much more than just that. He is a direct descendant of the Great Warrior Kalgara, who died 400 years ago in the sky. The sky races are key to solving the mystery of the One Piece world's Ancient Kingdom, and being at the forefront of the Shandian race makes Wyper very important.
5 Montblanc Noland Was An Incredible Explorer With Lots Of Tales To Tell
Noland was an explorer from the North Blue's Lvneel Kingdom and lived over 400 years ago. As an explorer, Noland was very much like a pirate in every sense. He was greatly tied to the Shandians and held tremendous importance to the Tontatta tribe as well. Above all else, Noland was very much like Roger and adventured across the world to reach the City of Gold. And just like Roger, Noland died by execution, but his legacy lives on centuries after as he was immortalized.
4 Carrot Is An Important Member Of The Mink Tribe Of Zou
Carrot was introduced in One Piece's Zou arc, and she has since become extremely important to the story. Carrot played a massive role during the Whole Cake Island arc and is one of the reasons why the crew is alive right now.
She's likely going to be the next leader of the Mink Tribe in the future, meaning her connection to the Kozuki Clan of Wano will become important at some point. Carrot is incredibly fun but equally strong and ferocious, making her one of the best characters.

Franky is already being built up to be one of the most important characters once the SSG makes their move. What's more, he's also deeply tied to the Ancient Weapon Pluton whilst being a main character, making him one of the best in the story.

Doctor Vegapunk is an extremely important character currently affiliated with the Marines. He's known to be responsible for countless creations and discoveries, the most important of which is the blueprint of life, known as the Lineage Factor. Vegapunk's mind is known to be around 500 years ahead of humanity. After the events of the Wano Country arc, Vegapunk will be a crucial character as the story approaches its endgame.

Nami is the navigator of the Straw Hat Pirates and an incredibly powerful character. Despite being a part of the Weak Trio, Nami is actually extremely powerful, as seen in the Wano Country arc, but her real importance doesn't lie in her strength. Nami is one of the East Blue recruits, meaning she is at the core of One Piece along with Luffy, Zoro, Usopp and Sanji. At the same time, her ability to read the weather is known to be beyond human skills. Nami's mysterious origins and her natural disposition to understand weather mean she will play an even bigger role as the story moves forward to Elbaf and eventually, Laugh Tale.
